Is HEIC to PNG lossless?

Yes. PNG stores every pixel exactly, so nothing is lost after the HEIC has been decoded. The HEIC itself was already compressed by the camera, so the PNG cannot be better than the original — only identical to it.

Why is the PNG so much bigger than the HEIC?

HEIC uses HEVC video compression and typically stores a 12-megapixel photo in 1.5–3 MB; a lossless PNG of the same photo is often 15–25 MB. Use PNG when you need lossless input for editing or transparency; use JPG for sharing.
